rollout-plan plans turning on a flagged or canaried change. It answers your question first, then builds the ramp around what actually limits it: a partner's daily cap, a billing cycle, a shadow run, or traffic too low for percentages to mean anything. Each step has a threshold measured against the flag-off group and a rule set in advance, and the plan says how long the step must run to catch a regression and what turning the flag off doesn't undo. It's an option in the release loop's first stage, beside migration-plan.
refactor-plan plans paying down one piece of technical debt in small steps, each its own PR, with main releasable after every one. Characterisation tests go first on the code that has caused incidents. Each step is labelled refactor or behaviour change, and the plan ends at the structure your goal needs. A question asked in chat gets a plan sized for chat.
Both failed their first measurement in 0.16.30, were revised from the judges' reasons, and were then preferred to plain Claude Code in every pair on new held-out evals (RFC-0053).
